TOKYO - December 15, 2025 - Internet Initiative Japan Inc. (TSE Prime: 3774), one of Japan's leading Internet access and comprehensive network solutions providers, today announced the launch of “IIJ CCoE Setup & Guideline Support ,” a new solution designed to help enterprises standardize and strengthen governance in cloud operations. This solution provides integrated help with formulating and improving rules for cloud use (cloud guidelines), and with setting up and strengthening a Cloud Center of Excellence (CCoE (*) ) as a framework for managing cloud operations. In enterprises where each business division makes independent cloud use, the solution enables efficient establishment of an administrative structure promoting cloud use under proper governance without sacrificing speed.

  • (*)A CCoE is an internal organization for promoting cloud use governance and drawing up procedures for cloud adoption. Its roles include provision of rules for cloud adoption, overseeing security measures and cost control, and promoting enterprise-wide cloud use.

Background

Multi-cloud environments have become increasingly common as enterprises make use of multiple cloud services. With the spread of these services, however, there are growing cases of business divisions independently contracting for, developing, and operating them without going through the information systems division. While this approach enables faster and more efficient cloud adoption, it also makes it more difficult to monitor company-wide cloud usage and security measures, as well as to manage fragmented contracts and billing. Ensuring proper governance has therefore become problematic. Another problem is that common rules for cloud adoption and standard configurations are lacking. Each division is forced to build its own cloud environment from scratch, so that configurations vary from one division to another, each with their own security settings typically dependent on specific personnel. The resulting difficulty of company-wide governance increases the risk of security incidents.
To solve such problems, IIJ decided to provide an integrated service solution that assists enterprise customers with drawing up and improving cloud guidelines, and with setting up and administering a CCoE, toward the rapid promotion of multi-cloud use under proper governance.

Solution Overview

  • Assists with drawing up and improving cloud guidelines (service catalog)

    Toward standardization of cloud use and strengthening of governance, cloud guidelines customized to the operations and organizational structure of each enterprise are drawn up. These guidelines define the recommended cloud environments, such as AWS or Microsoft Azure, reusable configuration templates, standard rules for security settings, operational rules, contract and cost control policies and other such matters, and are provided in a form that can be readily deployed throughout the company by the information systems division.
  • Assists with setting up and administering a CCoE

    It is important to update cloud guidelines as the situation demands, and to administer them so that they become well established in the business divisions. This service solution seeks to realize such guideline administration by helping to launch a CCoE across the entire enterprise, with participation by the business divisions along with the information systems division. The CCoE plays a leading role in continuing to advance the guidelines, and in instilling them in the workplace through education, awareness-raising, and improvement. IIJ provides side-by-side support, from assessment of the requirement definitions to drawing up the guidelines, deploying them throughout the enterprise, and establishing them as standard practice.
